Answer: Well, collections go off your record in 7 years and bankruptcy will stay on for 10 and from what I hear the rules on BK have changed and they will try and make you pay it back.
And, $18,000 debt seems like a lot to you but actually it's what an average car costs so you will be able to pay that someday. In the future you will regret the damage it will do and the suffering you will endure for claiming BK for such a small amount. I claimed for $40,000, 3 years ago and still regret it!
You are not going to be making $8 an hour forever. Don't throw up your hands and quit just yet. Pick two cards and make minimum payments to keep them in good standing and go to contact your utility companies to see if there is a way to get discount rates for low income. Then good grief... Go find a better paying job! You must have some skills, if not then go to one of those trade schools to learn how to keep books for someone. Those schools have financial aid departments and will help you get scholarships and grants.
Oh, I see you asked a question about California. If you are in CA then there are a lot of programs to help you get your bills down. Hopefully you have already registered with the housing office to get on the waiting list for Section 8. If not, do that on Monday. There are also programs with most cities to help low income families and especially those that have just moved to the area And $8 in CA? There are a lot more opportunities to be making more here. You need to go to a Apple One or some other temp or temp-to-hire agency and let them find you a job. Do that on Monday too! Go to the Salvation Army and see if they can help you out too. Take the bus if you have to.

Answer: call 1-800-supportkids to get the back pay you are owed....they are very suppotive and very proactive, and successful in retrieving back pay owed.

Answer: They have all kinds of rules for AFDC and you cant be on it for long and they make you take classes and get a job and they only give it to you if you make under like 200 a month

Answer: Aid to Families with Dependent Children does require the guardians to go to a work shop to help them get a job. There are some exceptions such as if the child is a special ed student. I'm not sure what 'work-first' is.

Answer: There won't be much effect. People don't usually move to a state just for it's welfare benefits. States with higher benefits often have higher costs of living so it all tends ot even out in terms of the absolute value of services provided. Poor people have very limited mobility.

Answer: Yes having read what you asked twice I agree with day care for the younger pre-school kid, but see where the problem would then arrive as they would finish school and unsupervised.
It will lead to all types of anti-social behaviour, gangs etc.
At that age the moms should be able to get part time work, and some kind of income tested assistance.

Answer: Why does she need welfare? Is she too lazy to go out and look for a job? I have two jobs and I don't want to be supporting some able-bodied teen-ager who thinks she's entitled to a government check every month. Tell her to join the military; at least then she'll be earning her government check.
