Question: Our lives and Department of Children and Families? In December, our furnace broke down and we needed a replacement, so we would not freeze during the winter. So, my mother called the Red Cross and they referred us to the police department. The police came, initially to check out the problem with our furnace, because we were in dire need. However, they noticed the house was messy and told my parents it was actually a crime to allow minors to live in those conditions, as it's considered neglectful. The officer could have arrested them, and immediately taken us into custody. Instead, Department of Children of Families was contacted and a case/investigation began. An investigator worked with us in the investigation phase, and then an actual caseworker got involved. This caseworker has been in our lives for the past two months or so. He worked mainly with our parents and only spoke with us to check up on our well-being. I had some issues in the last two weeks of school, when the school psychologist had a negative reaction to me waving, because she perceived me to be "standing there", in a sense, stalking her. The story of me and her involves our personal issues, and we broke up in a therapeutic sense, not a friendship or relationship. I haven't seen her since the day I waved. It really left off a bad note. I didn't want to come to school because I was upset, upset that the administration prohibited me from coming in contact with her, and in spite of our personal issues, would not be included in a pizza party which she would host. I know it's all misunderstandings and such, and with her being a school psychologist she understands where I come from. She understands that it's quite common to develop an emotional bonding with a therapist because we're people first. And in most relationships emotional bonding can create sensitivity when there's conflict, meaning feelings can get hurt on a personal level. Well, I missed the last two weeks of school and only attended one day to make up some work. I passed every class except math, and did not graduate last night on stage because I needed that credit. I have to attend summer school. The caseworker came by the first day of exams and told me something about a 3X visit for an evaluation, but over the phone he said I would get counseling. He twisted it, and now I have to go to a psycho-sexual evaluation. I thought I was going to get general counseling, to get past the issue with the school psychologist and me. He says if I don't go it will be court-ordered. I was misinformed, and had no idea I signed an agreement for such an evaluation. We can't back out, and my mom tried to have me move out, so he won't need to follow through with this. No avail. What can we do to save our lives and get away from the system? We're too poor for a lawyer.
He did say after 18 he can't enforce anything. I was 18 when I signed, but unbeknowst of the slip. Had I known I wouldn't have signed. With ink on a paper it's a tool they can use against me, even if my knowledge of the slip was incorrect due to misinformation by the presenter themselves. I have Asperger's syndrome. An incident occurred when I was four where I kissed my brother's penis. That was 14 years ago. No such incidents since. I occasionally lick necks of my siblings playfully, in a NON-sexual manner.
Answer: Sounds to me like they're offereing you helpto resolve your current situation. If you had decent control of your life it would be different but it sounds like you need help, so take it. The Dept of children and families doesn't get involved unless the cases are extreme, there's a big difference between living in a messy house and one that uninhabitable.

The Bush administration, continuing its fight to stop states from expanding the popular Children’s Health Insurance Program, has adopted new standards that would make it much more difficult for New York, California and others to extend coverage to children in middle-income families.
Administration officials outlined the new standards in a letter sent to state health officials on Friday evening, in the middle of a month-long Congressional recess. In interviews, they said the changes were aimed at returning the Children’s Health Insurance Program to its original focus on low-income children and to make sure the program did not become a substitute for private health coverage.
After learning of the new policy some state officials said today that it could cripple their efforts to cover more children by imposing standards that could not be met.
Ann Clemency Kohler, deputy commissioner of human services in New Jersey, said: “We are horrified at the new federal policy. It will cause havoc."

Randy Moorehead was arrested Wednesday night around 8:00 PM. He is currently being held in the Mecklenburg County jail and has a court date scheduled tomorrow. He is charged with murder and child abuse inflicting serious injury.
Police say he shook 22 month-old Jalenthia Caldwell while babysitting her last Friday. Her mother was working, and when she returned she noticed Jalenthia sleeping in a strange position. She called 911 and the toddler was taken to the hospital. The girl died there Sunday.
There is a vigil for Jalenthia tonight. It begins at 5:30 PM in the 900 block of Parkwood Ave. Her funeral is Saturday.

Question: Just trying to settle an argument: Child support? State or federal? A group of my friends and myself are debating on whether or not child support is federal or state mandated. The group is pretty much split, with half saying it's federal and half saying it's state. But I say both, and they all think I'm full of it. What I mean by 'both' is that there is a National Child Support Enforcement System, and that, on the federal level, the Children and Families Administration of the Department of Health and Human Services provides a basic framework, so to speak, for federal legislation. HOWEVER, if the states do not wish to fully abide by all federal legislation, they don't have to [if it's only required in order to continue receiving funding]. Otherwise, yes, the states have to abide by the federal legislation. BUT, the states are free to pass their own legislation and create and enforce their own statutes and guidelines as long as they do not contradict the federal legislation [which is why many child support laws vary depending upon the state].

Answer: You are the most correct. Legally child support is & always has been a state matter. However because of Federal funding of various state programs for dependant children and because of Federal interstate jurisdiction and Federal ability to trace parents & their income, the Federal government has gotten increasingly involved in enforcement of state child support awards.

Answer: If we MUST let some stay then the only fair way to do it is:
Set up a Program to go from Illegal to Citizen with the following parameters:
1.) Show eligibility to become a legal resident.
2.) Pay a Fine to be determined by the amount of time you have been in this country Illegally, to off set the Taxes you have not paid over the years.
3.) You MUST work (& pay taxes), and you would not be eligable for ANY state or federal benifits untill AFTER your citizenship was approved.
or
3a.) Serve 4 years in the armed forces. (if Eligable or at the governments discretion)
4.) Only Illegals in the counrty prior to a set date would be eligable.
5.) 1 Felony conviction or 3 Misdemenor convictions while in the program would lead to instant deportation, no appeals.
(having 1 felony or 3 misdemenor convictions prior to entry in the program would disqualify one from the program)
Anyone caught in the country illegally after the start of the program or not eligable would be deported after a hearing, time from arrest to deportation not to exceed 1 week.
I find it hard to feel bad for someone being seperated from their family when they knew that was the risk they were taking when they broke the law, you wouldn't feel bad if someone was seperated from their family because they were guilty of a serious crime and had to go to jail.

The proposed Obama government healthcare bill has a government snitch network built into it, allowing social workers to gain access to your home under the pretext of checking on your new baby, or soon-to-be-born baby. It will result in many many more children being taken from families by state Child Protective Services agencies.
This is the fulfillment of a long-held dream by child protection agencies to gain access to homes, without first getting a report of abuse or neglect, as currently required by law. Mandated visits to homes by government agents has been a favorite cause of Hillary Clinton, and of the radical bureaucrats running the U.S. Administration of Children and Families.
This "home invasion" program is found on page 838 of the lengthy bill, in Section 1904, and it is called the "Home visitation programs for families with young children and families expecting children." The pretext on which the state agents would enter the home would be to "to improve the well-being, health, and development of children by enabling the establishment and expansion of high quality programs providing voluntary home visitation for families with young children and families expecting children." It sounds pretty innocuous, but based on my 15 years of fighting these bureaucrats in court on behalf of innocent families, it can be predicted that the way it will work in real life will be much more sinister.
Visits from the bureaucrats are voluntary in theory. (However, so are income taxes.) Here is how it will work: after your first appointment with your OB/GYN to confirm a pregnancy, the doctor will be required to report it to the leviathan healthcare bureaucracy. If you somehow fall through the cracks during the pregnancy, the birth hospital will do the honors of reporting you to the state. Then, chirpy social workers will show up at your house one day, and pressure you to allow them to come "voluntarily" into your house. These people are so-called "mandated reporters," who must report any abuse or neglect or potentially face fines and jail.

Question: can a non-profit organization hold personal properly in lieu full payment of a debt? I was in a residential treatment center and had to forfeit my 2 cell phones valued at over $400 due to rules of the center. I was there for two months and have had an opportunity to voluntarily exit the program. As I attempted to redeem my personal property, I was told that they wanted their $300 "administration fee" although I was funded by the Department of Children and Families. I signed the form upon intake, so I know I agree to the $300 payment. But, they said that will not return my phones and chargers until I pay in full. Now, how am I supposed to communicate with prospective employers without my phones? There is something fundamentally wrong with their position about my phones! The director said that they want their money and are holding my phones in collateral although I was fully willing to work out a payment plan!!! Is there anything I can do? Can anyone help?

“He’ll be crushed in the middle,” Hatch said of prospective Senate-House negotiations, adding that Democrats are intent on creating a system of “socialized medicine” in the United States.
Hatch pointed to what he considered major problems with Democratic healthcare reform proposals:
· They make no effort to curtail medical malpractice lawsuits, which Republicans claim cost $100 billion a year.
· Pending legislation could result in drastic cuts in Medicare payments to doctors and hospitals. Hatch said that doctors could see their reimbursements go down 25 percent and hospitals could see a 35 percent drop.
“The real problem is their ideas are out of this world,” he said of the Democrats’ healthcare proposals. “They’re saying they’re going to get $400-plus billion out of Medicare and Medicare is in debt right now.
“They’re going to pay doctors 25 percent less and going to pay hospitals 35 percent less and they think that system is going to work.”
A reform plan put together by House Democrats calls for $500 billion in Medicare cuts over the next decade to help pay for the cost of covering about 45 million Americans currently without healthcare insurance.
But this does not sit well with Republicans and conservative Democrats given Medicare’s projected insolvency within the next decade.
In May the Obama administration announced that Medicare is running out of funding faster than projected. Obama administration officials predict that Medicare’s Hospital Insurance Trust Fund will become exhausted by 2017.
Defenders of the House healthcare bill say the legislation would reinvest nearly $300 billion back into Medicare to increase payments to doctors. But that would still result in a net reduction of about $200 billion, which would be used to pay for expanded insurance coverage.
Hatch’s strong opposition is a troubling sign for Democrats because he has been party to some of the biggest healthcare bills to pass Congress in recent year.
He joined with Sen. Edward Kennedy in 1997 to create the State Children’s Health Insurance Program (SCHIP) to cover the kids of working-class parents who did not qualify for Medicaid.
Hatch also teamed up with Democrats to pass legislation expanding stem cell research in 2007, one of the first priorities of Democrats after they regained control of Congress.
Before the Democratic take-over, Hatch sided with Democrats in pressing former President George W. Bush to accept legislation that would have expanded SCHIP by $35 million over five years. Bush vetoed the legislation.
Hatch voted against an expansion of SCHIP when it came up for another vote earlier this year because Democrats rewrote the bill and excluded him from having input. Hatch said the version that passed in January made “a mockery of the original intent by expanding CHIP to cover people for whom the program was never intended.” The bill expanded health coverage in some parts of the country to the children of families earning up to $88,000.

Republican vice presidential candidate Sarah Palin today delivered her first-ever policy address, promising to be an advocate for families with special-needs children.
Immediately after the address, she headed for the airport to board a campaign plane for Missouri, where she is scheduled to give a deposition in the Troopergate case that has dented her image as a reformer in her home state of Alaska.
Today's speech, given in a ballroom at the Airport Marriott, carried no dollar figures, but was filled with pledges that a John McCain administration would fully fund the Individuals with Educational Disabilities Act and extend federal funding to states to fully provide educational services to special-needs students.
In 1975 the federal government agreed to pay 40 percent of the cost of education for children with special-needs, leaving states to pay the rest.
Although that policy is now 33 years old, the money was never appropriated, leaving the states short by $16 billion -- money Ms. Palin said she and her running mate are committed to providing.
"Portions of IDEA funding have actually decreased since 2005," she said. "This is a matter of reprioritizing.""
My Question: During one of the debates, McCain has promised across-the-board spending cuts. He also scoffed at Obama's reply which indicated across-the-board cuts are irresponsible because some areas are underfunded, while other areas are over funded or should be completely ellimated.
To me, Obama's plan seems more responsible and honest whereas McCain is alread backpeddling.

Answer: I have never understood why parents of children with disabilities have ever supported this woman. You should see the National Forum on Disabilities.. Tom Harkin represented Obama, while McCain was there via Satellite. In this debate McCain made it more clear that he would not expand medicare and social security he even said that there is simply no money. Even when we talk about troops, he has repeatedly voted against bills funding their care after they return with a disability.
They will not help people with disabilities.
