In the canadian charter it says that a party/witness in any proceeding that doesn't understand/speak the language of the proceeding, or is deaf has the right to the assistance of an interpreter. Where isn't this true?

Answer: Every state has a kinship tree. Daugher and son fall after husband wife and mother father. Niece would be after you; subject to the court approval. In the end, they determine who will be appointed. First consideration would be to you as daughter.

The other big thing (not a course) is medical experience. Crime is crime and justice should be administered evenly and fairly without hate attached to it.

Actually, learning C ,which is a procedural language, can be a disadvantage to you because C++ and Java are object oriented languages. Yes, C++ is considered a superset of C, which is why it LOOKS similar. However, if your goal is object oriented programming then it would be better to start with C++ then move to Java and not bother with C.
