Answer: I believe if the police are familiar with the suspect and know where that person can be found then he will be arrested otherwise only if he gets in trouble for something else.

Answer: All offenses are available for extradition, but some agencies refuse to transport because of the costs involved. I believe that all 50 states are now signed on to the Uniform Criminal Extradition Act, which approves the transport of a person back to the state with criminal jurisdiction, provided that a governor's warrant is presented at a hearing in the state where the person is arrested. Officers will always at least begin the process of arrest on an out-of-state warrant.
If a person is stopped in another jurisdiction and the officer notifies that he has an out-of-jurisdiction warrant, the D.A.'s office in the home jurisdiction usually gets a call to ask whether extradition is necessary. If the DA doesn't feel the charge is worth securing a governor's warrant or the cost involved in transport, he can decline to exercise extradition. I might guess that is what is occurring in your case.
