Adoption Certification
Sometimes referred to as "Pre-Adoption Certification." As a precaution to protect birth parents and adoptable children from potential damage from dealings with unqualified or unscrupulous adoptive parents, some states require all adoptive couples in their state to become certified to adopt in advance of being able to obtain physical custody of a child for the purpose of adoption. This advance certification involves a home study of the adoptive parents, including an investigation of their health, finances, criminal background and possible history of child abuse or domestic violence. Most certifications take an average of 4-5 months and are good for one year, with expedited renewals.
Question: SAS 70: What are the adoption rates of ASPs getting TYPE II certification? I need to make a business case for certifying our company with a Type II SAS 70 audit. I want to see adoption rates for other ASPs getting certified, as well as the desire for public companies to do business with SAS 70-certified application service providers. Basically, I need to be able to quantify a trend of public companies asking for SAS 70 certification so that I can prove it is a worthwhile thing to do.
There is a lot of buzz about this, but not a lot of numbers. I need percentages, statistics, and good sources. Please include references.

Question: military records and adoption? I was adopted by a US citizen father when I was an infant when he was serving in the military. I qualify for US citizenship under the child citizenship act of 2000 but neither one of my adoptive parents applied for it. I need to prove eligibility to work in the US so I can apply for RN school and get certification to work as a CNA while attending school. My adoptive mother is refusing to assist. However, my father is assisting me in getting his military records. He does not know if my birth certificate and adoption paperwork is in the file. What are the chances (since I was adopted abroad while he was serving) that my information is in the military record? I have contacted my country of birth and they can't find any of my records (typical of my luck).

She 'lost' all of the records. The thing that gets to me is that she knows where they are but is refusing to get them. She gave it to a friend for 'safe keeping' they friendship ended and she's more concered about herself than me. She claims to not remember any information. They are BOTH refusing any type of assistance. I've tried ordering my birth certificate, the NSO office in the Philippines cannot locate it. Im stuck between a rock and a hard place. This is by no means an exaggeration it is fact. Anybody considering a private adoption for their child should seriously consider the adoptive parents mental health.

Answer: Your birth certificate etc will not be in his miltary reccords. Have you tried the state departtment? Your parents would have had to apply for a visa for you to come into the US. Also, when they adopted you, they should have registered the adoptioon with the state department via the US embassy.
Question: Foster adoption in other states? I'm going to be taking a foster class next month for 9 weeks and then after that the home study and interviews, etc.(in VA) Does anyone know if you are certified in one state, will it apply to other states? Or would you have to go through the same thing in another state? Or is there some kind of national certification? Thanks for any input!
I'm asking about this is because my husband and I are Asian and we would like a child of Asian or Pacific Islander descent. Social Servies told me they usually don't have Asian kids. One person suggested Hawaii since my husband has some Hawaiian blood. Are they any other states with more Asians?
Answer: No, you are usually okay in other states and that is determined when/if a child is placed because ICPC (Interstate Compact on the Placement of Children) has to approve the placement in the first place. All 50 states are members of the Compact and they will all usually reciprocate. That was true especially before the Adam Walsh Act went in to effect...that made fingerprints mandatory for all adoptive parents and there are still a few states that will not get on board with the fingerprint mandate. That has slowed those states down as far as having children placed from other states who are on board with the f/print mandate.
Public agencies will usually even work with prospective adoptive parents who are approved through private agencies.
This is probably more than you wanted to know......I think you will be okay.
EDIT:
In my state, we have placed many, many children in other states with assistance from adoptuskids.org. We go through ICPC to pursue this and we have not required an approved, certified family from another state to go through training in our state nor have we required them to come to our state to have a home study. We do always require a home study from their state and ICPC investigates this to insure that it is legit...after we have done the same. To be an active participant of adoptuskids you must have a home study.

I just looked at a website and seen some Asian children listed from Connecticut, Rhode Island, Nebraska, Louisiana and Hawaii.
I think in the metro areas in various states you will find a higher proportion of various races than you will in smaller, less populated areas. The reasons are clear.
Good luck in your search....but try not to limit yourself on a specific ethnicity/race.

A true " Birth Certificate " is a document which is recorded and filed by a Physician at a Hospital and, as such, identifies the name of the Physician and bears the Physician's signature NEITHER of which were on the " Certification of Live Birth "

Question: With all this talk of birth certificates? Just to get this out of the way: I have my child's OBC because I requested it from CPS prior to his adoption. His biological mother never bothered to fill it out (if she had, she'd have one), CPS had to do it and ask her to sign it for legal requirements.
So on to my question. With all the questions and comments about APs falsifying the birth certificates, I decided to pull out my child's birth certificate from adoption and birth. The birth certificate simply says "Birth Certificate" not certification of a live birth or any other terminology. It has his full name (same as his first given name with an added middle name), date of birth, time of birth, city of birth, county of birth, and name of parent, place issued, date issued and state registrar signature. There is no place with my signature and no where that states I gave birth. It simply identifies me as the parent.
Is this unique to my state?

Answer: The major news media work as the public arm of the Democratic Party. While conservatives are well represented in blogs and websites, the far left party controls most news organizations. For example, Yahoo News mostly reports the AP wire service, which like the major papers and TV networks, is tilted far to the left.
The job of journalists today is to tell stories that fit the prevailing liberal worldview. One of the stories currently popular is that the US is an oppressive and racist country, and how Obama overcame the entrenched forces of racism to become President.
It will take awhile before the public comprehends what a mistake this has been, but current events can't be ignored. For example, Obama is doling our trillions in Democratic earmarks and for every liberal and socialist program that may buy future votes. The deficit is projected at a trillion dollars a year into the foreseeable future. This will lead to much higher taxes and runaway inflation, as it did under the presidency of our last economic illiterate, Jimmy Carter.

Question: How do I change my (birth in Boston, MA) kids' last name in the state of PA? What I meant was, my children haven't been with, or been in contact with, their father, Mr. Forrest, in a very long time- about 12 years; excluding a brief time in 2001, when he visited for one hour per day (and even then, the kids weren't thrilled of his arrival). Through those years, they've only been bothered by the "-Forrest" addition to their last name, and in school, are used to writing just the "Parker" last name. My oldest, Alan, is a 15-year-old freshman in Lewistown Area High School, and proudly plays in their Football, and soon to be, Baseball programs. We've talked on multiple occasions about his last name, as it still appears legally in the school system as "Forrest", and he doesn't want to graduate with the "-Forrest" last name. Also, my 13-year-old daughter thinks that the "-Forrest" is annoying, and she agrees with my son on the graduation issue. I can relate to my children, as I also have been through last name changes, be it my mother remarrying, or an adoption, I have changed my last name two times, and understand that "unfamiliar" feeling that comes with the change. As I said earlier, they barely knew their father, so having his last name is quite "unfamiliar" to them as far as living with that as a reminder to what they had to go through when he was around. The way my kids feel, coupled with what I've been through, can only push me further in asking how, and what, I should do to get that "-Forrest" taken out of their legal names, while retaining the "Parker" last name, as well as what you could do to help me, and them, out.
So, what we would like to accomplish in court is, basically, just the removal of the "-Forrest" last name, so that the schools may print their names as just "Parker", and if you could also change their birth certification, so that it appears with only the "Parker" last name, we would be extremely grateful to have the burden of "father"'s last name lifted. Even though, we have not seen nor unknown where he lives from. Mr. Forrest hadn't been contacted us via letters, holidays & birthdays cards, phone calls nor packages to them from him showing his return address on it as to show us where he lives from in time his mail went out. My kids had never received a child support; And, they had no sights to Mr. Forrest for many years. I am 100% fully custody to kids living with me. I filed a divorce against Mr. Forrest in 2000 and finalize in 2001. I filed restraining order against him three times over the kids because of child abuses by him in 1997-1999 before my divorce was filled. With Restraining order for 3 years, he hadn't seen the kids. He barely visited to see kids after 3 years RO is over in 1999- 2000. He had only seen kids once or maybe twice visits for a few minutes to maximum 1 hour per year. My kids wrote their last name as Parker since they were infants but the graduation certificate at the Elementary and Middle schools had their father's last name as they didn't want the last name on their public schools. The school requires to use the legal last name from the kids' birth certifications. Hope anyone out there who can help me how to do solve it for the kids' sakes.

Please prove that Obama is a "natural born" US citizen, and put to rest the claims in lawsuits, as wnd.com reports, "that include contentions Obama was born in Kenya, wasn't a "natural born" citizen because of his father's Kenyan citizenship, was a dual citizen and that his mother wasn't old enough to transmit citizenship at birth. In addition, his citizenship is clouded by his move as a child to Indonesia and apparent adoption by an Indonesian citizen who married his mother."

This is not a partisan offer. If Obama is impeached, it will not put any Republican into the office of the presidency. Democrats have no valid nor logical reason to be upset over this. Joe Biden, Vice President, would be next in line to hold the office, and after him, it would be Nancy Pelosi, speaker of the house, both of whom I find to be highly objectionable to my own political preferences.
Please note, I oppose Joe Biden on every political position he is professed to have in the current wikipedia article . I'm opposed to teacher's unions and government monopoly on education, I support drilling for oil in ANWR, I believe global warming is a fraud, I believe restricting so-called "global warming" pollutants will greatly harm the economy, I generally oppose unions who have helped to bankrupt America's auto industry, and I favor the privatization of Social Security. Biden has the opposite view on all points. While my offer might be construed to be a support for Joe Biden who would be next in line to be the president, I wanted to be clear that it is not.
The reason I feel this issue is important to all Americans, and is a requirement of the Constitution, is that quite simply, a foreigner is not as likely to hold U.S. interests as important as foreign interests .
Given that I feel that Barack Obama's only "change" is acting like George Bush on steroids with even bigger bank bail outs for the rich, and rushing headlong to steal many important God-given rights from Americans, I feel, as an "ambassador of Christ" (2 Cor 5:20), an obligation to encourage the American people, the media, and Congress to investigate this issue, and impeach Obama as quickly as possible, if he is not a "natural born citizen" of the USA.

I'm terribly frightened that our current Federal government under Obama will pass legislation that will restrict the God-given right to bear arms, remove the right to medical care, remove the right to grow our own food, remove the right to preach from the Bible against sexual perversions as per the new Hate crimes bill, etc.
While Congress is investigating Obama's birth, they might also want to investigate the Federal Reserve, which might be a foreign owned corporation, one such foreign interest, that is taking away the rights and property of Americans through usury (interest) on fraudulently issued paper money.
Obama might argue, privately, that since the U.S. Constitution was suspended in a time of Emergency during the Civil War, at which time, the President began ruling by issuing executive orders, that the Constitution is no longer applicable. However, how can "the President" issue executive orders, if he is not qualified to be the president?
I really am not a negative person. I'm optimistic that this might be the most important use of $100,000 that I've ever offered. And I would like to end on a positive note.
The good things I can say about Mr. Obama is that he is clearly the "gun salesman of the decade" as well as the "gold and silver bullion salesman of the decade", and that I believe more Americans ought to own more of both.
And if it turns out that Obama was born in the USA, and my reward helps to keep Joe Biden out of office, and end the controversy, or even highlight the issues of freedom

Question: How to deal with a manipulative ex-girlfriend / mother of my child? I fell madly in love with this girl after high-school and we dated for about 8 months before I found out she was pregnant and realized she didn't feel the same about me. She's extremely manipulative and selfish; the type that needs attention and drama in her life or she gets bored. We split up several times while "together" when I caught her in blatant lies (often about my family or friends) or when she would accuse me of being unfaithful or uncaring (I'm a homebody so cheating wasn't even an option and I did everything for her). I'm a romantic and wanted to marry so we could raise the child the right way but she didn't want the same thing (thankfully). That being the case, I suggested adoption as I am currently working on an undergraduate degree in education and she can't keep a job and would rely heavily on her parents to raise the child. She disagreed and kept our child. Her parents are very supportive and are basically raising him (though they do everything for her and ask absolutely nothing in return). She still can't keep a job (though just recently stuck through a certification to be a nurses aid, so I'm hopeful) and lives with her parents.
Our child is 1.5 years old and I'm a year away from completion of my degree. I'm paying the required child support of a student and have given my ex cash on a few occasions to help out (a mistake I have since learned from as she doesn't show any appreciation for it, forgets it by the next day and claims I'm of no help so any money I give her in the future will be sent through the state from now on). I try to stop by whenever I can to see my son (which is at least every weekend) but I'm often forced to play games with her (won't answer her phone at the time we agreed I would call, says she's going out, tells me to call back later, etc.)
My parents are extremely angry with her for things she did while we were dating (many of her lies to me were about them when she only agreed to meet them once) but they're also heartbroken that they're grandparents and rarely get to see their grandson. Even if they were able to see him more often, they're worried she might hurt him and claim it happened under my parents' supervision (or something equally dishonest)
So my questions are as follows:
Does anyone have any advice on how I can cut through her nonsense and see my child on my terms, especially after graduation when I will live closer and have more time and be able to provide more? How about my parents? They were wonderful parents to me and the thought that they're too worried about her complete lack of integrity to see their grandson is infuriating (though I can't blame them). I have had a DNA test and he is for sure mine. I'll look further into my and my parents rights according to the state; after reading the responses thus far I'm beginning to think that getting them involved may end up being necessary. Question: What is necessary to start a home child care service? I am going to be a first time mommy this September, and I am frantic about having my child watched at someone elses home, however at this time my husband and I cannot afford for me to not work at all. The pay scaling works that he will make double what he is now... in 3 years (I could stop working in about...1-2 years). So I have some time to occupie.
I worked in a nursury a few years ago with a church during sunday service, with the babies and toddlers too young for sunday school. I usually had 2-3 todlers and 2 babies at once for 3 hours. I am great with kids and have always been able to bond with them quickly, and I am very confident in my abilities to care for 1-2 children along with my own at my home.
A little more about my self and situation. We live in a smaller city next to a larger city with a Boeing factory that is working 24-7. I would be willing to do evening or day care depending on the need. We curently have a familyroom that we are in the process of refinishing, that I could turn into a baby/nursury room for the children that is right next to the kitchen for snacks etc. We have two cats that can be maintained completely away from the children, I have a very clean/neat/disinfected home where I use environmentaly safe cleaning detergents and products and we have also completed/passed a home study for adoption (not sure if thats necessary for home child care center).
What I need to know more about is how do I get started. I wouldnt start until after the first of the year, when my child is atleast 2 months old.
I have the general idea of setting up the room, toys, nap areas where to get these items gently used etc.
I know where and how to get child CPR classes and certification.
I can advertise at the factory as well as online.
What I am not sure about is do I need to be licenced? If so where do I do that, what classes might be necessary? Or is it something I can set up in my home, and advertise my qualifications, the environment etc. I want to be appealing to mothers and fathers of all kinds especially ones like my self, who have a hard time with the idea of someone else watching their child. I know a lot of mothers that would love a super clean home and person watching their child.
I am not sure what other things I need to consider while reparing, and I am not 100% sure this is something that I am doing, but I am definatly confident in my abilities to do so, it all depends on finding other parents with child care needs.

Question: How do we solve this problem with the dog breeder? My husband and I bought a puppy from a breeder in July. We had to sign a contract that we will have him neutered by November. We had to give him up for adoption before getting him neutered because he was too young to get it done plus he wasn't getting along with the other puppy we already have which we love a lot.
On the contract, it say to have him neutered by November then mail her the neuter certification or she will take legal actions by taking the puppy away or end up in court with us paying for all the court fee. We gave the breeder a call regarding what was going on, she said the contract was suppose to follow the puppy which we did not know. We didn't tell the new owner about the contract yet they say they may plan on breeding the puppy. However, on the contract, it does NOT say what we are suppose to do at all if we decide to sell the puppy.
November is getting close, we don't know what to do.
Answer: Does the contract say it has to follow the puppy? Does it say anything about if you do not keep ownership of the puppy? You are only obligated to do what the contract says. Know matter what the breeder says you are only bounded by what the actual contract states. if the contract was supposed to follow the puppy the contract would of been entered between you and new owner. A new contract with new owner would of had to of been drawn up and signed. So your in the clear and no you do not have to pay the court cost she will because she will lose her case. Just make sure the contract doesn't state anything about resale of the puppy procedures. Whether people think it's right or wrong on here what you did the law is the law and that is the answer you asked not our opinion

Question: Can I foster children from another state? I have been researching non stop for the last few months. Adoption is something I have always wanted and I have decided that fostering to adopt is my best option. I'm not rich, I'm stable and I don't feel that I need to spend thousands of dollars to adopt a child when I can use a system that is practically free and has multiple benefits. I realize how strong I will have to be to foster/adopt. It is not easy. I know that these children are not perfect and that there will be children who will never be available for me to adopt as my own.
With that being said, try not to judge me by my age, but by my life experiences (I do have many working for me), my financial stability, my college education (currently finishing up a bachelor's in Humanities), and by my maturity and desire to love and care for a child that I have the power to help!
I will be 19 in July and I want to begin the proccess as soon as it is possible. I am physically able to have a child of my own but I personally would like to be married before I share a child with someone else. It is a commitment to eachother and a huge commitment to the child. However, I believe that being loved by a single young mother far surpasses any life in constant foster care. Now, leave out the negative and discouraging words! You all know what I believe. You don't have to agree but please respect it.
My question is, can I foster a child/ren through dfps in another state as a Texas resident? My reason for asking this is because I am young and in Texas the minimum age requirement to be a foster parent is 21. I know that there a few other states that accept people as young as 18. I'm not saying I EXPECT to have a child placed in my care while I am 18, 19, or even 20, but the soonest I could get a home study and send in an application is what I'm looking for. I have many certifications already as I'm a nanny, but I think there are required courses for every state's requirements. I'd like to have time to complete those as well. Would this work? Would Texas allow it although I don't meet TEXAS foster parent requirements? Could I still foster to adopt in this situation?

Yes, I am almost finished with my 4 year degree. It is possible as I recieved several college credits in high school and I have taken full-time classes in summer school as well as during the regular school year. After summer school this year I will have a little over 2 semesters left. It may seem like I'm rushing through it but I just don't feel like I need a break yet. I do plan to attend grad school. It is possible to do with a child/foster child.
Answer: Most states the minimum requirement to do foster care or foster to adopt is 21 yrs. I think most of the 18, 19, 20 yrs old stories refer to someone who is taking care of a younger sibling.
You have to submit bank records, taxes from the last 2 yrs, stable rental or buying history, medical check, background check etc..
As for fostering from another state I dont think you can do that because of visitation rights. I do know that you can do foster from other counties in your area though.
