Answer: If they are minors and the non-custodial parent has 50% legal custody, then yes, they can sign permission slips in most places.

Answer: It is virtually impossible to collect child support from one country to another. Basically if the non custodial parent doesn't want to pay child support, they is very little you can do.

Answer: You did not say weather you have court order child support. Do you know the state he is moving to. Check with post office and see if he left a forwarding address. Notify the case worker you have. A question, how did it get to 15,000? It is not illegal for him to move. A little more details and we might be able to give you correct information.

He has car issues and doesn't know how to manage his money. My understanding is that the NCP is responsible for their parenting time on all levels unless there are extraordinary costs/time involved such as more than 3 hours away, airfare, train, excessive tolls, etc.
He lives 40 miles from me and works on weekends so standard visitation doesn't work. He picks her up from daycare, and I pick her up from him in the evenings because my daughter deserves her father and her paternal family in her life...
Recently, due to my night blindness I asked him if we could change our arrangement.
He threw a temper tantrum and said he was doing me a favor until I explained that I am not responsible for HIS parenting time but I do that as a courtesy and for my daughter.
I explained to him that we just need to adjust the arrangment and that I wasn't saying I would never drive one direction anymore but either not for a little while or move the time up.
Now he is getting her earlier in the day, and I either pick her up straight from work when it is light outside, or he brings her back up to me.
So, although legally you aren't required to help out, I would work with him for the benefit of the child. If he begins backing out or making unreasonable demands, then stop.
I don't let my ex walk on me with visitation. He was backing out of additional visitation days every time within an hour of his pickup so I told him that it was off the table until he got a court order. He was only doing that as retaliation to me and I wouldn't stand for my daughter being his pawn.

I'm not sure which county you are in, but you should be able to find a county child support division by doing a search on google or yahoo.
Question: Can a non-custodial parent get food stamps on the kids? Can a non-custodial parent who has 2 weekend visitations a month and alternate holidays get food stamps on the kids? They do not eat the majority of their meals there.
Answer: They could claim that the kids were there, but then they would be committing fraud. If you know of someone who is doing this, you should report them. They will be banned from getting benefits in the future and will have to pay back the money.

Answer: No it will not interfere with the child's development of attachment security. At least once a week would be appropriate for the child to visit his other parent. Be very supportive of the child and see that a strong attachment develops. The child will thank you later.

Answer: Yes, the courts can award that, especially if the custodial parent hasn't been cooperative with making sure the noncustodial parent gets in his/her visitation time.

Answer: If your child is over 18, married, with a child, she should be considered emancipated. You can file to stop child support. Any court should approve that request since she would be considered on her own.
If the money you are paying is arrears because you were behind in paying support, you won't be able to stop paying the mother until you have paid all that you owe her. The money would be going to reimburse mother for the money she should have been getting when you weren't paying.

I know that if I was not inancially stable to take in another child the courts would OBVIOUSLY deny the change. Answer: Seems like the child would have to be determined by a court-ordered study to be living permanently with the grandparent, rather than the custodial parent, for you to have any shot at gaining custody.
You may be able to implement an investigation through the court that awarded custody initially, but you will probably also end up paying the costs involved in having everyone evaluated. The court will award a child advocate to investigate each party and their home environment thoroughly.
If a custody hearing is granted, you would have to show that you are the more fit parent in every way, and that includes financially.
Be prepared for a long, expensive battle, as this can drag out for years. But if the child is in harm with the grandparent or custodial parent, it will have been worth it.

Answer: First of all I'd like to know what you think the definition of public assistance is? It's not a hand out to help you keep from supporting your kid. The only thing that makes my stomach turn more than a father trying to get out of supporting his children is a mother doing the same thing riding the backs of tax payers and taking food out of their children's mouths. Take care of your child, get sterilized, and tell that welfare queen to do the same. Kiss that income tax return good bye and have a nice day!
