Question: Which states attach apostille to document using a fraud-resistant method such as a ribbon and seal? I need to authenticate a US diploma for use abroad. Many authorities in Russia reject apostilles attached to the original document with a stapler. I cannot risk that possibility. An Apostile is basically a signed official statement that confirms the authenticity of an (attached) original document.
In essence, you are asking if it is required to ask a representative of the Belgian government to take a look at a Belgian origin divorce decree and confirm that it is an authentic document.
The policy at different consulates varies. But it is rare that Apostiles are required. Should you suspect an Apostile may be required, the best course of action is to go to the website of the consulate that will be handling your case, find the email address of the visa section, and ask them directly. Only they truly know what their local internal policies may be.
Perhaps you are confusing an Apostile with a Certified Translation?
USCIS, and ALL consulates require, that any Non-English documents you submit, be accompanied with a Certified Translation.
A Certified Translation, is basically a translation to English, that includes a signed statement from the translator "certifying" that he is a capable translator, and that he provided an Accurate translation.
He is NOT certifying that the original document is authentic (which is what an Apostile does)
he is only certifying that he did a good job translating.

I had to have my corporate documents apostille a few months ago, but it's not that simple for China (mainland - Republic, not Macau or Hong Kong). I got my documents rejected a few times because there are other documents required for China apostille/authentication especially if they are business documents.
After a few rejections, I just sent it to a nearby apostille service agency. They know exactly what to do and they got it back to me in like 1-2 weeks because I was missing a document they had to order. The missing document was the reason why I kept getting rejected.
