My question is: What about a bill ( medical services from 10/28/2002-12/18/02) that was NEVER paid on, has NOT been sent to collections. When would the SOL have started on this(since there has never been a payment on this account) Would it be the last date of service-12/18/02? If my state of NY is 6 years, does it mean that they have until 2008 to try to collect payment? Thanks!
The thing is though, I check my report monthly and this hasn't EVER gone on my credit though. (was supposed to be taken care of by insurance) Hasn't BEEN sent to collections either...
So let's say sol started on 1/1/03, would medical bills still fall under the 7 year reporting act? (so it would fall off of credit after 1/1/10) or are medical bills treated differently then credit card bills?

Answer: Don't confuse the Statute of Limitations (SOL) with the reporting period. People get these two confused all the time.
The FCRA controls the reporting period. In the case of your medical bill, consider it in default 30 days after the date of service -- all that verbage you quoted is basically saying the default date. 7 years and 180 days from that default date, the negative will age off your credit report. Nothing can re-start this clock.
This does not mean that collectors cannot continue to try and collect. They just can't report it and it won't affect your credit rating.
The SOL is the time allowed to bring lawsuit and varies from state to state. This clock starts from the default or payment, whichever is later. Payment will re-start the clock. In some states, even agreeing to payment will re-start the clock.
The SOL is an affirmative defense if you are sued for the debt. Collectors can still try to collect. They just won't win in court.
If collectors are not currently hounding you for payment, it is entirely possible that this debt will just age off.

In a commencement address at West Point, Obama said U.S. security policy works best in concert with international institutions, which he acknowledged were imperfect.
The strategy Obama outlined stood in stark contrast to that of his predecessor, whose approach to national security was based on the right of the United States to act unilaterally.

"America has not succeeded by stepping outside the currents of cooperation; we have succeeded by steering those currents in the direction of liberty and justice — so nations thrive by meeting their responsibilities, and face consequences when they don't," Obama said.
This week, the administration is expected to release its first national security strategy document, and aides said Obama's speech provided a preview of key ideas.
In coming to the U.S. Military Academy, Obama returned to the location where six months ago he revealed his plan for sending an additional 30,000 troops to Afghanistan.
It is also where Bush in 2002 established his own policy by staking out the right to unilateral and preemptive military action against terrorism in the aftermath of the Sept. 11 attacks.
What became known as the Bush doctrine was widely criticized by those who believed military might without broader international cooperation would not defeat the terrorist threat, especially because interlocking terrorist organizations operate along dangerous frontiers between developing countries.
Obama has steadily moved toward a reversal of that approach, first on the campaign trail and now as his presidency articulates a national security strategy grounded in international cooperation.
"We will be steadfast in strengthening those old alliances that have served us so well, including those who will serve by your side in Afghanistan and around the globe," Obama told the cadets. "As influence extends to more countries and capitals, we must also build new partnerships, and shape stronger international standards and institutions."
The president also forcefully linked national security strategy to his domestic agenda.
He argued that education, clean energy development to power industries without relying on foreign oil, and science and research are necessary to foster the innovation that is a foundation of American power.
"We must first recognize that our strength and influence abroad begins with the steps we take at home," Obama told those gathered at Michie Stadium.
The president also reaffirmed the U.S. commitment to the rule of law as a cornerstone of a national security strategy.
Regarding the complex fight against global terrorism, Obama acknowledged the need to back up military power with a range of civilian forces — diplomats, development experts, intelligence officers and law enforcement personnel.
Andy Johnson, director of the national security program at Third Way, a Washington think tank, said: "It's a sobering account the president is giving the American people that the fight against terrorism is going to take a while … and it's going to take significant investment."

So how can the Watchtower quote the Catholic Encyclopedia in their literature so many times, since the Catholic literature was copyrighted since 1913???
JWs don't seem to know that paper literature can have copyright protection just the same way as digital CDs, and the Watchtower was quoting Catholic sources numerous times over the last century which constitutes a copyright infringement and breaking the law. The Catholic Church never sued the Watchtower yet, but at least they will adhere to the Christian values coming from the Apostles in the Bible.
On the other hand, the Watchtower paper magazines can be scanned or photocopied or even re-typed by hand instead of the easier copy-and-paste from CDs. This may be harder but still legal because the Watchtower paper literature that I have is not copyright protected as far as I can see from cover to cover.

A group of black newspaper publishers on Friday charged Republican Rep. Joe Wilson with racism for yelling, "You lie," at President Obama during his nationally televised address to a joint session of Congress.
The National Newspaper Publishers Association (NNPA) has canceled a planned January conference in South Carolina, where Wilson is a representative, and joined an economic boycott of the Palmetto State started 10 years ago by the state NAACP in protest of the confederate flag waving from the Statehouse grounds.
Wilson shouted his accusation Wednesday night in response to Obama saying that his health care reform plan would not cover illegal immigrants. Wilson, who drew sharp criticism from both sides of the political fence for the breach in decorum, immediately apologized to Obama and the president accepted. But House Democrats are pressing Wilson to apologize on the House floor or face disciplinary action.
The latest fallout from Wilson's outburst, however, is the first time race has been injected into the controversy.
"As African-American newspaper publishers we stand in solidarity with the NAACP and fully support the economic boycott of South Carolina," NNPA Chairman Danny J. Bakewell Sr. said. "Rep. Wilson's remarks were racist, disrespectful, and a disingenuous violation -- not only of President Obama -- but to the institution of the presidency and only solidified our position and the importance in not spending black dollars where black people are not respected.
"The continued public and blatant disrespect of President Barack Obama by members of Congress will not be rewarded with our dollars nor will a state that continues to uphold America's shameful past by flying the Confederate flag," he added.
Wilson's office could not be reached for comment Friday.
Established 69 years ago, the NNPA includes 200 black community newspapers across the country.
The NAACP boycott has reportedly had mixed results, with some saying it has cut into tourism and affected state beaches, restaurants and motels, among other businesses, and others saying it has only hurt black-owned businesses in the state.
In July, the Atlantic Coast Conference announced it would not hold its post-season baseball tournament in Myrtle Beach, S.C., in deference to the NAACP boycott.
Answer: I suspect that the Confederate flag is an issue because it's generally considered by a lot of people to be a symbol of racism. Personally, I think it's just a flag now. I used to have at beach house in Galveston before it was destroyed by hurricane Ike.

Church Leaders Continue Pattern of “stoning” Abuse Survivors to Silence Them.
The Brooklyn-based organization of Jehovah's Witnesses leadership renewed excommunication proceedings against four long-time members and others who have spoken out about the problem of child molestation within the organization. They believe it is result of investigative reports from Dateline and the BBC Program Panorama,
William H. Bowen, of Calvert City who is founder of the organization "silentlambs," (www.silentlambs.org) a support group for victims of child abuse who were molested as Jehovah’s Witnesses, spoke out as a former elder on Dateline and Panorama about how children are being harmed by Watchtower policy. Last Thursday he was notified that he had been disfellowshipped in a secret hearing. He sent his appeal (enclosed) on Monday.
Bowen comments: "In May of this year the Governing Body (Jehovah’s Witness leadership) attempted to disfellowship us, when the media reported it, they backed off. Now they are trying to silence the truth, this is a public evidence of what happens when loyal Jehovah’s Witnesses try to speak out about child abuse.”
Bowen states, "Since January, 2001, I have been contacted by over 5,000 people who were molested as Jehovah’s Witnesses. I have spoken to hundreds who were threatened with excommunication if they tried to speak out.”
Bowen said when press reported the commencement of judicial hearings many came forward and wished to provide confirmation it happened to them. The following is a cross section of those persons:
Barbara Anderson, 62 of Normandy TN, was disfellowshipped for speaking out on child abuse. She is a former researcher who worked for the Church's Writing Department, in Brooklyn , New York , she is featured on Dateline speaking out about child molestation cover-ups that go all the way up to the denomination’s Governing Body. Anderson , learned Sunday that her appeal was denied, said the church is acting ''so that Jehovah's Witnesses will feel that they are justified to say to others that we are liars.'' 931-455-6910
Carl and Barbara of Belmar NJ , when Dateline interviewed them they described how callously they were treated by Jehovah's Witness elders after they revealed the molestation of their daughter by another Witness. The Pandelos’ received a letter last May summoning them for a hearing on "apostasy" charges. The letter also encouraged them to "disassociate" themselves. An eight man elder committee met and disfellowshipped the Pandelos’ who flatly denied the allegations as false. Their final appeal is pending as of Thursday. 732-280-5776
Laurie of Rifle, CO, was disfellowshipped when she tried to warn other congregation members her father in-law had molested at least 17 little girls according to church records. Though he was later convicted and sent to prison, the church did not review her removal. 970-625-5070
Loris , of Clearwater FL , a faithful Jehovah’s Witness for 37 years and mother of eight children, was silenced by the elders when she tried to report the abuse of her son. When Newsweek ran an article about Jehovah’s Witnesses and abuse, she wrote a letter saying she knew first hand how abuse was covered up and implored headquarters to take action to protect children. Last Monday two elder arrived at her home saying they were authorized by home office to meet with her. “I was informed it was viewed as a deviation from the faith to question official policy or express concerns openly. To speak about internal problems to outsiders is strictly forbidden, if I said anything further I would be disfellowshipped as an apostate,” she comments.
Joe Anderson-67 of Normandy , TN, husband of Barb Anderson and a faithful Jehovah’s Witness for over 50 years, resigned as an elder of over 43 years in protest of Watchtower policy on child abuse in June, 2002. In his letter he humbly requests the church to make needed changes to protect children. Tonight he is summoned to a judicial hearing for “causing divisions” because he sent a copy of the letter to fellow elders in his congregation and two members of the Governing Body who were personal friends. Joe comments, “I wrote my letter as a measure of love, it appears I will be silenced also.”
Kristi of Appleboro , MA , was a faithful Jehovah’s Witness who was baptized at age 13. When she came forward at age 14 to report being raped by her step father from the age of 5-14, she was threatened by elders with disfellowshipment if she told anyone. It destroyed her faith in the church and she left at age 18 never to return. “It was a violation of trust I will never recover from,” she says.

"The floor of the room was a huge chessboard. Black and white squares checkered the tiles. There was even chess glass figures located on several different squares. They were standing on a giant chess game.
This room was definitely witch-made. They would have remembered having a room like this in school.
Lizzette made a tiny squeaking sound. Suddenly, the room seemed large and intimidating. She felt diminutive and miniature as a mouse. The room seemed to swell and expand, growing wider and greater until they were mere tiny specks on the checkerboard.
There was no way of telling if the room really had enlarged. They all felt the same way.
“Christ,” Mitch breathed. He looked around him in wonder.
“This is not normal,” was all Lizzette could think of to say.
“Yes, I think we’ve established that fact,” Aaron said wryly.
Mitch sucked in his breath sharply. “We’re going to die.”
“Nonsense,” Aaron said scornfully. His eyebrows wagged playfully at an attempt to be both subtle and heartening. “It’s just a chessboard. It won’t kill us… I hope.”
“You should have learned by now not to underestimate our situation,” Lizzette reprimanded disconsolately.
“Ah – of course. I stand corrected.”
The chessboard gave a slight tremor, as if it were laughing at them. The floor under their feet moved ever so slightly. A hush fell over the room as everyone stopped talking at once.
“I guess we should, I don’t know… move.” Mitch eyed the room distrustfully. “Like, walk. Forward.”
“Good idea,” Aaron contracted.
Yet no one moved.
Lizzette took a deep breath as the dodgy silence lengthened. “All right then. It’s just a room. A very big, very intimidating room.” Focus. She was slipping confidence. “Nothing to be scare of,” she lied. “Just… move.”
The other two stared at her uncertainly. Aaron’s face held a little faint amusement and brief flash of ambiguity. Mitch looked apprehensive and angst. Still, there was a little hope in each of them, and it was all that was needed to push her along.
She took the first step forward – and found that once the commencement was proficient, it wasn’t so hard to keep moving promptly. Briskly and half-confidently, he strode down one square, then two. After a brief moment’s hesitation, the other two followed her.
The first glass figure was only a few feet away. It didn’t look familiar – like a knight or queen or any other regular chess piece. It was oddly disfigured. She quickened her pace and hurried to the glass piece.
Footfalls sounded behind her as the boys realized how anomalous the piece was and it captured their interests. They stopped in front of the piece. It was lifelike and human-sized. And it wasn’t a chess piece at all.
It was a glass figure. A frozen statue. A person, to be exact. With a sinking feeling that grew deeper with each absorbed detail, the kids noted that it was a policeman. His dark. Unruly hair and scruffy mustache, along with the flushed face and baggy eyes, hinted that he hadn’t had time for himself in a while. He uniform was a frosty blue behind the ice and wrinkled and untidy.
Most horrendous of all was the expression on his face. The look of absolute trepidation and dread was captured in the moment, along with the spark of foreboding in his eyes. It was a terrifying thing, a manifestation like that frozen and incarcerated for all eternity.
“Who would do this?” Lizzette whispered, lightly touching the man’s frozen hand, held upward as to protect himself.
“Who do you think?” Mitch said icily. His bitter expression was layered with wretchedness as he looked at the man’s face, shuddered, and turned away.
Aaron didn’t say anything – there was no way to pour his feelings into words. He purely looked at the statue, his face blank with atonement and contrite.
There was no doubt about it; the statue was once a live, existent man. The horror in his expression, the vivid tiredness hidden beneath the fright: it was all too real. Not even the most amazing and authentic artist in the world would have been able to create such a desolate, sorrowful figure.
Someone had iced him. Someone had frozen him in time. And now he was nothing more than a statue, an inanimate object trapped in his terror and consternation forever."

No, I don't want people to feel sorry for me. I don't know where you got that. I say that because it's true. I don't have enough time to write and then end up with something no one wants to read. Maybe I will quit writing and maybe I won't. But one book took me a long time and I'm sure you'll understand when I say I'm still in school and don't exactly have a lot of free time. If I do quit, perhaps I'll try again when I'm not so busy in life.
And just for future thought, I hate pity. It makes me feel weak and small and who wants to feel like that? You're very wrong when I say I want to quit writing just to get people to feel sorry for me. One thing I absolutely hate is when people feel the need to sympathize with me. I'm strong enough to hold me own.

Question: OK for Singapore private schools to sue students for not paying the sch fees?? My brother is currently a student at MDIS, he have 4 installments for his school fees , his total school fees is S$26000+. He have alrdy paid up the 1st installment of S$8500 before the starting of the school term.
Due to some financial difficulties, we are unable to let him continue his studies.
MDIS wants him to pay the remaining sum for installment 2 to 4 as they said tat he have signed a "contact" and have to bear the responsiblities to pay the remaining sum if he were to withdraw 2 weeks after the commencement date. But I was told by the programme consultant tat he have yet to sign the student agreement contract. The upper management kept insisting tat he have signed the "contact" and is going to forward the case to finance dept & they told him tat they will take legal action if necessary.

Organizer Joseph Landry, a coordinator for Stop Obama Notre Dame, said protesters will don Obama masks and smear fake blood on their hands to represent lives expected to be lost to abortion through Obama’s policies.
But Vince LaBarbera, spokesman for the Diocese of Fort Wayne-South Bend, said the protest is poorly timed and he hopes Catholics do not attend the event, scheduled for 10 a.m. in front of the Allen County Courthouse.
LaBarbera found out about the protest when asked about it Thursday by a reporter.
“It seems like a poor time to do something,” he said. “It’s not about Obama or Notre Dame right now. It’s about Good Friday and the crucifixion of our Lord.”
He said Bishop John D’Arcy, who leads the diocese, would not comment on the demonstration.
Last month, D’Arcy said Obama’s actions on embryonic stem cell research and abortion fly in the face of Catholic teachings and that he could not in good conscience attend the commencement. He cited a U.S. Conference of Catholic Bishops policy that Catholic institutions should not give honors to those who “act in defiance of our fundamental moral principles” lest the institutions suggest support for such actions.
LaBarbera said he did not know of any Catholics who were attending. “And I would hope they would not,” he added. “It’s a sacred time.”
Cathie Humbarger, executive director of Allen County Right to Life, said her organization is not involved in the protest, although it had been contacted through an e-mailed news release and a phone call seeking a suitable location.
Asked whether the protest’s tactics were appropriate, she said: “I’m not involved in planning it, and I don’t know the organizers. … I don’t want to comment on an event sponsored by somebody else.”
The Rev. Steve Jones of Fort Wayne, a Right to Life board member, said he did not know of any local participants.
“My viewpoint on the Notre Dame matter is that the bishop let his viewpoint be known and he did it in a mature and classy way,” he said. “I appreciate his stand and his high integrity and the way he made his stand.”
Terry is best known for founding Operation Rescue, a group opposed to abortion rights that tried to bar entrance by women to abortion clinics in the 1980s and 1990s.
A convert to Roman Catholicism in 2005, Terry jumped into the Notre Dame fray this month by posting a “resignation letter” for the Rev. John I. Jenkins, Notre Dame president, based on the Obama commencement invitation.
Stop Obama Notre Dame seeks to have the appearance canceled and Jenkins removed. The group has established an office in South Bend, and Terry has moved his family there, according to media accounts. Jenkins has said the selection of Obama does not mean everyone is in agreement with all of the president’s positions.
Stop Obama Notre Dame is circulating an online petition that is different from one posted last month by the Catholic Cardinal Newman Society seeking to have the invitation rescinded.
The Cardinal Newman Society petition contained more than 266,000 signatures as of Thursday afternoon.

Landry, 27, said he is a Catholic from Montana and travels around the country as a “pro-life missionary” for Stop Obama Notre Dame.

Employees (Expatriates) are to note that 1MONTH UPFRONT SALARIES are paid as soon as Employees Procure and Process the relevant Resident/ Work Permit Documents from the Benin Immigration Services and submit same to the company for Verification.
All payment of Salary after assumption of duty in BENIN shall be 75% paid into an offshore account to be provided by employee with the remaining 25% paid locally in BENIN.

10.0FEEDING & ACCOMODATION
All Employees are expected to reside at the Company’s Staff estate. There are Single Bed-room and Flat options for Employees to choose from. Employees are entitled to take meals free of charge at the General Staff canteens. Dietary options, Customized cooks and Dieticians are available options.
11.0MEDICAL EXPENSES
Employer will provide the employee with comprehensive Health care for the term of contract, and follow-on care for injuries suffered during the term of contract for employee and family.
12.0OFFICE ASSETS TO BE PROVIDED BY EMPLOYER
Computer resources: Laptop Computer, 1.6 GHz Processor, 256 MB RAM, 24XCD-RW, 30GB Hard Drive, Floppy Drive, Integrated Network Adapter, Internal 56K Modem, Spare Battery and Necessary Software. Full time Internet access is also made available.
Phones: Employer will provide each employee with one (1) landline and one (1) mobile telephone. This shall have a reasonable credit limit application per month.
Cars: Employer will provide an official car MAZDA 626 LX for Senior/ Chief Staffs. Also they shall always be a standby Air Conditioned Coaster Bus to transport ordinary staffs from the Company’s Estate to work Metropolis.
