It sounds like you give power of attorney to someone you trust and they stand at the ceremony for you... only military personnel can do this so you obviously qualify. You need to contact a lawyer where you will be doing the ceremony, who is familiar with proxy marriage and tell him/her what your plans are. It sounds quite simple.

Answer: Proxy marriage is only allowed to residents and both of the couple must be US citizens. If she moved to a state that does allow proxy marriage, she would likely have to live there 3-6 months to become a resident. There is only one exception that I know of, but it requires at least one member of the couple to be active military. Since you won't be allowed in this country as a spouse with a proxy marriage, I would assume that you need it to start the paperwork to have her move to Egypt. You'd do better to have her talk to the Egyptian consulate.

Answer: I can tell you what's the general idea behind that, but in practice it really depends on laws where the marriage takes place (as well as on the laws in any place where you would live).
Proxy is when one of the partners for some reason cannot come, yet they both want the marriage to be made. For example, you want to marry a man from another country, and you both want to get married asap in order to start the entire process to get papers etc to immigrate. But he is, for example, sick, or injured in a car accident or something, in a hospital, and won't be able to travel for another half a year.
In that situation, in places where laws allow that, he can hire an attorney (or in some places, give someone power of attorney specifically for that purpose) and that person then comes to the marriage ceremony and signs the papers instead of your husband-to-be.
That was the general idea of a proxy.
As for your example, no, if the divorce is still in process that means that the existing marriage is still "going on" and it is not legal to marry until the existing marriage has dissolved, through a finished divorce process (or death). Proxies have nothing to do with that case.

USCIS (United States Citizenship and Immigration Services) does recognize the legal validity of a proxy marriage immediately upon its solemnization (officiation). Notwithstanding, UCIS will require that the marriage be "consummated" before it may be recognized for immigration purposes. This is known as the "Consummation Requirement."
In order to satisfy the "Consummation Requirement," a couple, who has been married by proxy, must prove to UCIS that the couple has been physically together after the proxy marriage was solemnized (officiated); moreover, the couple may do so by providing copies of visas, airline tickets, photographs, etc.

The U.S. Armed Forces have no "Consummation Requirement." The U.S. Armed Forces allow a spouse, who is married by proxy, as well as any children of such a union (and even of a prior union, with certain conditions), to be enrolled in DEERS immediately upon the solemnization of the marriage, even before the marriage is consummated. This allows the non-enlisted spouse and any children to immediately start to receive military marriage benefits, including TRICARE, married or family BAH (Basic Allowance for Housing), Family Separation Allowance, entry to the Commissary and the Exchange, Educational Benefits, Death Benefits, etc., etc..

Answer: A marriage by proxy is one in which the couple is wed with one half in absentia. In the military it's done while one is deployed, and most often authorized when a baby is on the way. If both are stateside there won't be a marriage by proxy. You'll have to do it like everyone else, face to face with a JP or minister.
I don't know why you're linking it to BAH and such. To answer your question, there is no time requirements, you have a real marriage, you won't get into trouble for marrying him.
It's still a marriage of convenience, not a good idea. Most end in divorce. As far as how long you'd have to be married, if the divorce happens before he's and E-5 or E-6 he'll most likely go back to the barracks unless he can get authorization for off post housing.

Answer: Fill out the application for marriage license. Your fiancee signs it in front of a notary with stamp of course. You take the signed application back to the courthouse sign it in front of the clerk, pay the cashier. You can't do that in my state, Fl because you have to take a one hour marriage course before you can apply for a license.

Answer: If you can't be at the ceremony because you are too far away (as in Afghanistan), someone can legally fill in for you at the ceremony. Hardly ever happens nowadays! I was a proxy godmother for a baby a long time ago because the real godmother couldn't come to NYC from Canada and the parents wanted that baby baptized.
The proxy wife/husband is NOT the real spouse, just a stand-in at the ceremony. It's like getting a power of attorney for a marriage.

I doubt why I got married is really of any importance or why I am getting an annulment. In California because he is military we can get an annulment due to the fact we've never acted as husband and wife in any sense. He's been in Afghanistan and Germany so it's easily shown we haven't. Answer: Yes, you can annul a marriage because it was never consummated, that is correct.
However, if he is currently overseas you will have some trouble filing for an annulment (or divorce for that matter). The Soldier/Sailors Relief Act protects military members, and may allow him to postpone the annulment. You can then use the above site to file your annulment. They'll prepare the documents for you, so that all you do is serve them (may I suggest, out of respect, serving them AFTER he returns, if possible?) and await the court date.
