Answer: Just because a country declares itself it's own nation does not make it so. If they were a part of another country prior to the declaration, then that country would have to approve them to be a country. De Facto would be permitting the country to exist while legal and constitutional issues are addressed. Where, De Jure means that the country is legal from the beginning, or a matter ruled to be legal and/or constitutional later.

Answer: So the position is this: you're from a non EU country, living outside the UK, you have a "partner" who is an EU citizen, and lives in London, you want to move to London to live with her?
The visa most likely to be what you're looking for is an unmarried partners visa, but it requires at the least 2 years residence *together*. It does not matter that she is French, visas based on a relationship give you the immigration status of the partner.

Answer: First off since your using the legal definition for De Facto which means in practice but not necessarily ordained by law it's basically asking how would a religious family and a secular family behave. Well lets list obvious things if you believe in the bible you probably go to church, pray before every meal, celebrate christian holidays such as Christmas and Easter, and so on and so forth. The benefits of a Christian lifestyle are a more social environment since you attend church, religious people have a tendency to have higher family values and families are closer though not always. The detriments of a religious background are sometimes ignorance or a lack of being able to sympathize with a culture like the U.S. which is not 100% christian this leads a lot of people in christian homes to be taught to alienate certain people with different beliefs or even of certain races. It also makes a child who may not stop believing in their parents religion become increasingly frightened by that fact and may choose to stray away from the family later in life because of this. A secular family may have a better perspective on the culture and be able to accept a person regardless of race, gender, sexuality, or religion this leads to a lot more opportunities to meet people a skill that will help later on in life. Also secular families tend to be more open and aware of the current state of affairs especially in government which leads to more knowledge allowing for more open discussions improving intelligence. The detriments could be that the family is not as social as their is no such activities as church and secular families may be to busy to ever truly communicate emotionally which leads a lot to be had and this grows harder especially later on in the family when children hit adolescence and they don't know how to properly express their feelings.

Answer: have the kids been living with them, or have they been supporting the kids? that might qualify.
It all depends on the state. In Tx, a grandparent can file when there is a divorce or parent in jail, AND they can PROVE that the parent is unfit.

Just to be sure you understand.. I do NOT necessarily accept that all grandparents are cookies and fishing... some grandparents are control freaks, and use grandparent laws without valid reason. I personally know some of them, who filed against the parents out of retaliation for the parents moving. And got away with it.

Answer: Australia treats de facto and married partners in exactly the same way and grants exactly the same visas. There is no separate or different application for de factos.
If you are not an Australian citizen or PR, you cannot apply for a spouse visa of any kind. Are you asking about applying to bring your de facto partner as a secondary applicant on a skilled immigration visa?
If so, you simply use the application form for the skilled visa and include his/her details as a secondary applicant. S/he is your partner and there is no difference between married and unmarried partners except that de factos must have lived together for at least 12 months before applying and you will be expected to be able to prove that.

Answer: If I recall correctly, de jure segregation is segregation enforced by law, and de facto segregation is segregation enforced by society through habits.

Answer: I have not heard of any 'benefits' of declaring de facto for tax purposes, although there may possibly be if you are supporting a non-working partner and/or children. That is assuming the live-in partner is not claiming a single pension from Centrelink as that would actually be fraud. I actually think it comes down to honesty. In your situation it may not present a taxation problem if you are both working. It may however give your girlfriend a legal acknowledgement of your 'de facto' status that she may be able to use for a claim on a proportion of your assets if you if you separate in the future. I would think it best to get some professional advice. With the acceptance of same sex partnerships, for taxation purposes, I assume that quite a few would be claiming single status if one partner is drawing a single pension and the other working - I know of one such couple that does. It would be a registerd relationship under current de-facto relationship laws. Those who do not register, would not be subject to de-facto laws.

Answer: The costs would start at a trillion dollars just to build the infrastructure required to do this. Then you could probably count on about 100 billion a year to sustain the programs.
Due to the language issues (the majority of the people in Haita only speak a dialect that is unique to the island and French is the language spoken in business and govrenment) it will take over 20 years to create a generation who are educated to modren standards. It would then take another 20 years for these people to become expierenced middle and senior managers capible of managing a government and govrenment agencies.
