Answer: It depends on the county - some are more advanced when it comes to technology than others. I would call a Realtor and ask if there's a website for your county.
As for the records needing to be available online - this is a convenience for the consumer, not a legal right.

Answer: Yes. Most places won't turn off your heat in the middle of the winter if you have children,but some will. Having children doesn't help you if you haven't paid the bill.

However, what you are asking for is probably ILLEGAL. That's why the consulate won't help her. Neither will I.

This means you have no claim to the house in the event of his death, usually it will go to his children.

Answer: I believe you have to sign the mortgage. Your need to be on title is pretty much relieved by your ownership of dower rights.

Question: Dower Rights. Will signing away dower rights affect common property laws? Someone I know, at the insistance of her husband and his friends, signed away her dower rights. (Ok, she is not the brightest crayon in the box.) How will that affect the common property held by both husband and wife? Could he suddenly dump her, and leave her with a boatload of debt he had run up? What rights, if any, does my friend have now?
Answer: A lot of this depends on THE STATE THAT YOU LIVE IN. DOMESTIC RELATIONS LAW IS A STATE BY STATE LAW. However, the last time I check there were only a few states that retained dower rights (Michigan and Ohio are a couple). In my state (Ohio), unless the parties intended to separate at the time of her signing over the dower rights (a separation agreement) there is no binding contract by state law (see citation) (a prenup would be before the marriage and would be binding). All a dower right is by the way is a right to an interest in real property (real estate) upon the death of the spouse. I doubt that she signed away her right to marital property rights (which is different from dower rights). Therefore, if he did run, she would file a divorce and they would force the property division (in Ohio it starts out equal and they work from there).
If there is a prenup or a post-nup (separation agreement) then a domestic relations attorney is in order. I don't think an attorney would charge a lot to just look over an agreement (150-300 dollars). The questions I would ask are 1) what are the rights that she "signed over" (besides Dower), 2) what was the situation at the time of the agreement (i.e. Duress...Legality...etc.), and 3) what is there current status (living together, separated, pending divorce, divorced, etc.)
I would emphasize once again you need to let an attorney look at the paperwork to see if it is binding or not.
One more thing. As I said before Dower Rights only go in affect at the time of the spouse. To be honest, every deed usually has a waiver of dower rights in it (the new owner doesn't want the widow or widower to come back to claim part of the house when the husband or wife dies). The more important rights are going to be such rights as marital property rights, the ability to elect against a will (if there is one), survivors rights, and separate property rights.

Answer: Sir Thomas Lawrence (1769-1830) was a well-known portrait painter. He was President of the Royal Academy. It sounds like you have a reproduction or copy of a known work by him. Why not ask the National Portrait, St Martin's Place, London WC2, if they know anything about this picture or the sitter?
